Maturity

Civility is always a sign of maturity.

Good manners are mature manners.

Yet maturity is not necessarily indicated by the age of a person.  Indeed, parliamentarians, in particular, are rarely mature enough, regardless of how many years they have possessed electoral success.

Is the relatively mature tradition of the Westminster system meant to be mainly about the continuity of processes?
